Part 1: A Familiar Question

Parents ask it in different ways, but it is essentially always the same question.
“He knows he needs to get dressed. Why is he still sitting there in his pyjamas?”
“She can tell me exactly what she’s meant to be doing for homework. She just won’t start it.”
“We’ve been through the morning routine a hundred times. He knows what comes next. So why do I have to say it a hundred and one?”
I have sat with this question many times, across clinics, classrooms and kitchen tables. These are not, on the whole, children who lack understanding. Many can describe their own routines in impressive detail: teeth before bed, reading logs signed, shoes before coats. Ask them, and they will tell you.
Ask them to do it, and something else happens entirely.
What has struck me most is who is asking this question. It is rarely a parent who has given up, or a teacher who has stopped caring. It is, more often, adults who have already tried a great deal: the reward chart, the differentiated task, the strategy rehearsed carefully in a therapy room that somehow never appears at home.
The child’s harshest critic is very often the child. Long before an adult says a word, many of these children have already concluded they are naughty, lazy, or simply “bad at trying.” Another instruction, another consequence or another reminder chart rarely changes that conclusion. Sometimes it only confirms it.
That observation has stayed with me.
If children already understand what is expected of them, and many genuinely want to meet those expectations, why does the gap between knowing and doing remain so wide? Why does a child who can recite the steps of a task in the car on the way to school still freeze the moment they are asked to begin it?
The longer I sat with that question, the less interested I became in finding a cleverer reward system, and the more interested I became in understanding the gap itself. That question is the starting point for everything that follows.
Part 2: Knowing Is Not Doing
Underneath most of our approaches to children’s behaviour sits an assumption we rarely examine. We assume that if a child knows what to do, they will, given enough reminders and enough motivation, eventually do it. Instructions, visual timetables, social stories and star charts are all built on this belief. We explain, we demonstrate, we repeat, expecting that understanding will naturally convert into action.

Yet the children I have worked with repeatedly show that this isn’t always true.
Many children know exactly what a good morning routine looks like. They can list, in order, what needs to happen before the school run, and some can even coach a younger sibling through it with total confidence. They understand organisation and consequences, and can often explain, with striking insight, exactly why a particular behaviour tends to get them into trouble.
Knowledge is not the missing ingredient.
This distinction has been recognised by researchers for many years. Russell Barkley, one of the leading experts on ADHD, made an observation that has quietly reshaped how many clinicians think about children’s behaviour. He proposed that ADHD is not primarily a disorder of knowing what to do, but of doing what one knows (Barkley, 1997). Although Barkley was describing ADHD specifically, the distinction between knowing and doing helps explain a great deal of behaviour in children more broadly, whether or not they meet criteria for any particular diagnosis.
The children who struggle to start their homework, who cannot seem to leave the house on time, or who fall apart during a simple transition between activities, do not necessarily have a diagnosis at all. What they share, however, is a familiar and frustrating experience: the gap between knowing what they are meant to do and consistently being able to do it.
If knowledge alone were enough, our current approach to teaching children about behaviour would already be remarkably effective. Yet many children already know a great deal of what would help them: that they should ask for a break before they melt down, that a friendship needs a repair conversation rather than silence, that homework needs doing on Tuesday rather than Thursday at nine o’clock at night. Clearly, something else influences whether a child’s inner understanding shifts into outer behaviour.
This shifts our attention away from what a child knows, and towards a different question.

To answer that, we first need to reconsider what behaviour actually is.
Part 3: Behaviour Is More Than a Decision
The question of how a child’s understanding shifts into action assumes something that is rarely questioned: that behaviour is simply a decision, made and then carried out.
We tend to assume that once a child has decided to act, or has been told clearly enough what is expected, the behaviour should naturally follow. If it doesn’t, we often conclude that the child is being defiant, lazy, or simply not trying hard enough.
But not everything in a child’s life can be commanded into existence, any more than it can in ours.
A child cannot simply decide to fall asleep the moment the light goes off. Calm rarely appears on demand in the middle of a meltdown. The harder we push some processes, the more resistant they often become.
A farmer understands this instinctively. No farmer stands in a field demanding that a seed grows more quickly. Growth cannot be forced. Instead, the farmer prepares the conditions: the soil is cultivated, the seed is planted, water is provided, and the environment is protected from frost and pests.
Growth is not something the farmer produces directly. It is something that emerges when the conditions are right.
Perhaps children’s behaviour works in much the same way.

This perspective helps explain why the very same child can dress themselves without complaint on a Saturday morning, and dissolve into tears over the same task on a rushed Wednesday. The goal has not changed. The child’s understanding of what is expected has not changed. What has changed is the state of the system attempting the task.
Decisions matter, and so does a child’s willingness to try. But they are only one part of a much larger system. The state of the child’s brain, the state of their body, and the environment around them all influence whether an intention becomes behaviour.
Once we begin to see a child’s behaviour as an emergent property of a system, rather than a simple act of will, the question changes. Instead of asking how to make a child behave better, we begin asking what conditions allow good behaviour to emerge in the first place.
That question leads naturally to another. If a child’s behaviour depends on the conditions around them, should we be spending less time preparing the task and more time preparing the brain that has to carry it out?
Part 4: Preparing the Brain
If a child’s behaviour emerges from a whole system rather than from willpower alone, then repeating an instruction more firmly is only ever going to be part of the solution.
Think of a coach standing beside a young gymnast before a routine. The coach asks, “Are you ready?” The child pauses, performs something like a quick scan of body and mind, and only once they nod does the performance begin. The check came first; the execution came after.
With children more generally, we very often skip that step. We ask a child to begin their spellings, to line up quietly, to share a toy, or to leave the park, without first asking whether their brain, in that moment, is ready for it. We then expect the same level of performance regardless of the state it happens to be in, and treat the resulting difficulty, the vanished concentration, the meltdown over shoes, the task that was manageable yesterday and impossible today, as a failure of character rather than the predictable outcome of an unprepared system meeting a demand.

This is not to suggest that a child’s behaviour is beyond anyone’s influence. Rather, it suggests that our influence begins earlier than we usually assume.
Before asking a child’s brain to concentrate, to make a decision, to regulate a big feeling, or to remember a multi-step instruction, we might first consider the state that brain is in.
This is a simple shift, but it changes a great deal. Instead of directing all our effort at the task itself, we begin paying attention to the conditions surrounding it. The question is no longer, “How do I get my child to do this?” but, “What does my child’s brain need in order to do this well right now?”

This is not about lowering expectations, and it is certainly not about making excuses. It is about recognising that a child’s performance depends on more than ability or willingness alone. We would never expect a young athlete to perform at their best without first checking whether they were warmed up and ready. Yet we routinely expect exactly that of children’s brains, several times a day.
Because a child’s brain does not function in isolation. It is continually responding to the body it inhabits and the environment it finds itself in. The state of a child’s brain is constantly changing, sometimes from one hour to the next.

Part 5: The Brain and Its Environment
We often think of a child’s brain as though it operates independently of the world around it, as though thoughts, decisions and behaviour originate entirely from within the child, while everything else, the classroom, the kitchen table, the noise of a sibling, merely provides the backdrop.
But a child’s brain is in constant conversation with its environment.

That environment is not only the world around the child. It also includes the body the brain lives inside. In other words, a child’s brain is continually responding to both an external environment and an internal environment. The external environment includes the people around the child, the physical spaces they move through, and the countless sensory experiences of a typical day: the hum of a classroom, the texture of a school jumper, the smell of the dinner hall. The internal environment includes the ever-changing state of the child’s hunger, tiredness and emotional arousal.
Every moment, a child’s brain is receiving, filtering and integrating information from both of these environments, continually updating its sense of what is happening within the child and around them. These influences are not distractions from behaviour. They help shape it.
This helps explain why the very same homework task can feel manageable on a Tuesday afternoon and utterly overwhelming on a Friday evening. The task has not changed. The system attempting it has. Rather than asking why a child cannot always manage a task consistently, perhaps we should be asking why we expect them to.
This also changes the way we think about a child’s environment. It is not simply the setting in which their behaviour takes place. It is an active part of the system from which that behaviour emerges. A child’s brain is continuously responding to changes both within them and around them, adapting its priorities and allocating its limited resources accordingly, often without the child having any conscious say in the matter.
Modern neuroscience increasingly supports this perspective. Karl Friston’s Free Energy Principle proposes that the brain is continuously integrating information from both the internal and external environment in order to guide perception and behaviour (Friston, 2010). Rather than viewing the brain as an isolated decision-making organ sitting neatly inside a child’s skull, this framework describes it as part of a dynamic system that is constantly adapting to changing conditions, inside and outside the body.

If a child’s behaviour emerges from this interaction, then changing that behaviour is not always about changing the child. Sometimes it requires changing the conditions in which the child is trying to function, whether that means the noise level in a classroom, the timing of a transition, or the amount of warning given before a change of activity.
That naturally leads to another question. If we can influence the environments in which a child’s brain operates, can we also intentionally influence the state of that brain before asking it to perform?
Part 6: Changing the State
If a child’s brain state influences their behaviour, then an important possibility emerges.
Perhaps we do not always need to change the task. Sometimes we need to change the brain’s state for the task.

In essence, we need to change the brain’s operating conditions, or more accurately, the state in which it is operating. The brain is then responding to a different internal and external environment, and, in doing so, enters a different state, one in which the same task suddenly becomes more manageable.
If we can intentionally change a child’s brain state before asking them to perform, then the question becomes how. What influences a child’s operating state in ways that help them engage with a difficult task, whether that is starting homework, walking into a busy classroom, or sitting still for a music lesson? The more I have thought about this, the more I have realised that many of us, myself included, have been thinking about motivation the wrong way, and particularly the wrong way for children.
Instead of seeing motivation as something a child either has or doesn’t have on a given day, it is more helpful to see it as something that can be created, borrowed, used as a tool, and deliberately aimed towards the task at hand.

We often assume that if a child dislikes a task, they must somehow find motivation within the task itself. Think about a child staring at a page of long division, or a pile of laundry they’ve been asked to put away. We wait for them to want to do it. We remind them why it needs doing, we explain the consequences of not doing it, and we hope they will eventually talk themselves into beginning. But perhaps we are looking in the wrong place.
An unappealing task rarely becomes motivating simply because we stare at it long enough.
Instead, we may be able to generate motivation elsewhere, in a different activity or moment entirely, and then help the child direct that motivation towards the task itself.
Consider the child who cannot face tidying their room but will happily reorganise a collection of football cards by team, colour and year, or the child who resists a reading log but reads the same comic from cover to cover. From the outside, this can look like avoidance, or even defiance. It may be something else: the activity engages attention and settles the body before the child is asked to move on to something harder. The task is not simply being delayed. The brain that will eventually attempt it may be preparing itself.
These behaviours are easy to dismiss as procrastination, distraction or simply “not focusing.” Perhaps they serve a deeper purpose. Rather than changing the task itself, they may help change the state of the brain before it is asked to perform.
Children do this more often than we recognise. A young footballer bounces the ball before taking a penalty. A child learning the violin fidgets with their bow before settling into position. Many children build small, private routines before attempting something difficult: lining up pencils, humming quietly, walking a particular route to their desk. These rituals differ from child to child, but they may serve the same underlying purpose: changing the brain’s operating state before performance.
Modern neuroscience supports this perspective. Dopamine is now understood to play an important role in behavioural activation, effort and the willingness to initiate action, rather than simply being the brain’s “reward chemical” (Salamone & Correa, 2012; Westbrook & Braver, 2016). If a child’s internal and external environments influence these systems, then helping a child change their state before beginning a task may influence their readiness to engage with it, not because the task has become more appealing, but because the brain attempting it is in a different, more receptive state.

Part 7: Rethinking Motivation
If changing a child’s state can make action more likely, then perhaps it is time to redefine how we understand motivation in children altogether.
We often speak about a child’s motivation as though it is something they either have or lack on any given day. It is treated as the starting point for behaviour, a feeling that appears first and then drives the child to act. When it is absent, we wait for it to return, sometimes for days.
Perhaps we have been looking at motivation the wrong way.
Motivation is not a feeling that simply drops into a child’s lap while they sit at the kitchen table. If we want motivation to activate a child’s systems, we must first help them find or create the conditions in which motivation tends to appear.
We often think of motivation as the walk to the starting line. Perhaps it isn’t. Perhaps motivation is the starting gun.
Without preparation, the gun changes very little. But when a child’s system is ready, the very same signal, a timer, a favourite song, a parent sitting beside them, triggers action.
Preparation comes first. The brain enters a different state. Motivation becomes the activation. Behaviour follows.
This way of thinking moves motivation from being something a child passively waits for, to something that develops under the right conditions. It is no longer simply a feeling that must appear before homework can begin, but part of a dynamic system that prepares the brain to engage.

This suggests that motivation is not always the cause of a child’s behaviour. Sometimes it is the consequence of creating the conditions from which behaviour emerges in the first place.

Rather than asking, “How do I motivate my child?”, it may be more useful to ask, “What conditions make motivation more likely to appear for this particular child, at this particular moment?”

This shift is subtle, but it matters. It moves the focus away from trying to generate a feeling in the child, and towards creating an environment and a physiological state that support action. Motivation becomes less mysterious and less dependent on luck or mood. It is no longer something adults must somehow instil in a child, but something that often develops as the child engages with the right conditions.

This also explains why telling a child to “just try harder” or “just get on with it” is so rarely helpful, however understandable the instinct to say it. It treats motivation as a trait the child either possesses or lacks, rather than the product of a dynamic system involving their brain, their body and their surroundings.
If motivation is not the beginning of the story for a child, then perhaps our usual behaviour strategies are not either.
Part 8: Rethinking Behaviour Strategies
By this point, my view of the tools we typically reach for, reward charts, consequences, behaviour contracts, gentle reminders, had changed considerably.
I no longer saw these strategies as the missing ingredient that enables good behaviour by somehow generating motivation from nothing. Instead, I began to see them as one of many influences that shape the conditions from which a child’s motivation and behaviour emerge.
This explains why a sticker chart sometimes works remarkably well for a while, and at other times produces only temporary change, or barely any change at all.
A clear routine, a visual timetable, a consistent consequence or a warm reminder from a trusted adult can provide structure, reduce uncertainty, and make a task feel less overwhelming. In doing so, these strategies influence the conditions in which behaviour takes place, and may temporarily change the child’s operating state. The behaviour becomes easier to produce, not because the child has become more disciplined, but because the system around them has become more supportive.
Sometimes, however, these strategies alone are not enough. If the underlying conditions remain unchanged, the benefits often disappear the moment the chart comes down. This does not mean these strategies are wrong to use. It means they were never designed to do the whole job.

Rather than asking whether a child needs a reward chart, a consequence, or firmer reminders, it may help to ask a different question.
What is this strategy actually changing?
The answer is rarely a child’s underlying motivation. More often, it is changing the conditions under which their behaviour occurs, and that is a perfectly valid thing for a strategy to do.

This perspective transforms behaviour strategies from a solution into a tool, genuinely effective when it supports the right underlying conditions, but far less effective when expected to overcome an unprepared system entirely on its own. That is rather like building a house on sand instead of solid foundations: the structure may hold for a while, but the ground beneath it was never suitable to begin with.
If external strategies are only one influence on the system, then the goal for a child cannot simply be permanent reliance on charts, reminders and consequences from the adults around them. The goal, over time, must be helping the child learn how to recognise and shape the conditions that allow their own motivation and behaviour to emerge.
That is where agency begins to grow.
Part 9: Building Agency
If reward charts and consequences are tools rather than the destination, then what are we really trying to help a child achieve?
I believe the answer is agency.
Agency in a child is often mistaken for complete independence, but the two are not the same thing. Children have always relied on relationships, families and teachers in order to thrive. Needing help from an adult does not mean a child lacks agency. Agency in childhood is built through exactly this kind of supported practice, gradually, over years, with adults gently stepping back as a child becomes more able to notice and shape their own conditions.
Agency is the growing ability to understand the conditions from which one’s own behaviour emerges, and to begin, in age-appropriate ways, intentionally shaping those conditions.

For a young child, this might look like learning that they concentrate better after a snack, or that a quiet corner helps them calm down after a big feeling. For an older child, it might mean recognising that homework goes more smoothly straight after football practice than after a long day sitting still at school, or that a friendship repair conversation goes better after a walk than immediately after an argument.
It is learning to work with one’s own brain, rather than being expected to perform regardless of its state, and it is something adults can nurture from a very early age.

This is a different kind of responsibility than the one we often ask of children. Instead of repeatedly asking a child to try harder, we begin asking, alongside them, how we might better prepare the conditions from which their behaviour emerges. We become curious about a child’s patterns rather than frustrated by them. We help the child become curious about their own patterns too, rather than viewing every difficult morning or every unfinished piece of homework as evidence of a character flaw.
Agency is not about a child controlling everything, and it is certainly not about expecting them to manage alone. Many circumstances remain beyond a child’s influence, and beyond ours: illness, sensory overload, family stress and unexpected changes to routine will always affect how a child functions on a given day. But even within those constraints, a child, with the right support, can often learn to shape enough of their internal and external environments to make successful action more likely.
Perhaps that is the real value of understanding how a child’s behaviour emerges. It replaces the impossible goal of perfect compliance with the more achievable, and more meaningful, goal of helping a child build the conditions in which their own intentions have a better chance of becoming actions.
And when those actions begin to accumulate, something important starts to grow alongside them.
Hope.
Part 10: Hope
One of the most rewarding moments in this work is not when a child completes a difficult task.
It is when they realise they can.
For many children, months or years of struggling to act despite good intentions gradually erode something deeper than confidence. They begin to question their own character, describing themselves, sometimes in words that are startling to hear from a small child, as naughty, stupid or lazy. Every unfinished piece of homework, every meltdown at the school gate, every friendship that falls apart becomes further evidence, in the child’s own mind, that something is fundamentally wrong with them.
Often, they reject themselves on principle before they believe anyone else will, or they stop trying at all, because failure feels inevitable, and trying and failing hurts more than not trying in the first place.
A different explanation can change that.
When children, and the adults around them, come to understand that behaviour emerges from the interaction between their inner and outer states, they often stop seeing every struggle as a personal failure. Instead, they become curious, sometimes for the first time. Parents, teachers and therapists begin experimenting together with routines, environments and ways of preparing a child before demanding more of them.
Small successes begin to follow. Progress, however modest, however small the shift, gradually replaces self-doubt. These experiences matter because they create evidence—not evidence that mornings will always be easy or that homework will never be a struggle again, but evidence that change is possible. That is where hope begins, for a child and for the adults who love them.

Hope is often described as the starting point for change, but I have come to see it differently, particularly when it comes to children. More often, hope is the result of repeated experiences in which a child’s intention successfully becomes action. It grows as small successes accumulate. Each success strengthens a child’s belief that change is possible, not because they have suddenly discovered greater willpower, but because they, and the adults supporting them, have learned to work with the system from which their behaviour emerges.

Perhaps that is the most important outcome of all.
Understanding a child’s behaviour does more than help them act. It helps them believe that they can.
Part 11: What This Means for Parents, Teachers and Therapists
If this perspective is correct, it changes more than the way we think about children’s behaviour. It changes the questions we ask when that behaviour becomes difficult.
Instead of asking, “Why won’t my child just do what they’re told?”, we might ask, “What conditions are making this difficult for them right now?”
Instead of searching immediately for a firmer consequence, we might first consider the child’s inner and outer state, their tiredness, their hunger, the noise around them, the transition they have just come from.
Instead of hoping that another sticker chart will finally solve the problem, we might help the child prepare themselves before we ask them to prepare the task. Instead of trying to talk a child into feeling motivated, we might ask whether motivation needs to be generated elsewhere first, borrowed from a shared activity or a trusted relationship, or whether the conditions around the child simply need to change.
These questions do not remove a child’s personal responsibility, nor do they remove an adult’s responsibility to guide and support them. Rather, they encourage all of us, parents, teachers and therapists alike, to work with a child’s brain instead of continually expecting it to overcome unfavourable conditions through willpower alone.
This perspective changes the way many practitioners work with children and families. Rather than focusing solely on compliance or consequences, it becomes possible to spend more time helping a child, and the adults around them, understand the patterns behind their behaviour, identifying the conditions that consistently support their best efforts and those that consistently make things harder. From there, practical, individualised ways of adapting a child’s inner and outer world can be developed, so that successful behaviour becomes more likely, more often.

Small adjustments often prove more valuable than increasingly ambitious behaviour plans. They are also more sustainable, because they fit the child rather than expecting the child to fit the strategy. Two children can share exactly the same goal and require entirely different conditions in order to get there.
Perhaps the greatest practical implication is this: a child’s behaviour becomes something to investigate rather than something to judge.
When action is difficult for a child, the question is no longer, “What is wrong with them?”
It becomes, “What is this behaviour telling us about the conditions that produced it?”

Part 12: Conclusion
This essay began with a familiar and deceptively simple question, the one so many parents, teachers and therapists find themselves asking sooner or later: if a child knows what to do, why don’t they do it?
Following that question leads us to reconsider several assumptions that are commonly made about children’s behaviour. We often assume that knowing leads to doing, that motivation must appear before action, and that a child’s behaviour is largely a matter of willingness or willpower. Yet neither research nor everyday experience with real children consistently supports these beliefs.
Instead, drawing together findings from neuroscience, psychology and behavioural science, it is more accurate to understand a child’s behaviour as an emergent property of a dynamic system (Barrett, 2017; Friston, 2010; Salamone & Correa, 2012; Westbrook & Braver, 2016). A child’s brain, body and environment interact continuously, shaping whether their intention becomes action. Motivation, consequences and reminders still matter, but they are more accurately viewed as influences on that system than as independent causes of behaviour.
This perspective does not remove the effort involved in supporting a child through difficult behaviour. It changes where that effort is invested. Rather than repeatedly expending energy trying to force compliance, we can invest it in shaping the conditions from which a child’s action emerges. The effort is no longer wasted fighting the same battles morning after morning, and the changes that follow are more likely to be sustained, because the underlying system itself has changed.
Rather than asking children to simply try harder, we can help them understand the conditions under which they function best. Rather than judging their behaviour as a reflection of character, we can view it as information about the system that produced it. Rather than waiting for motivation to appear before a task can begin, we can intentionally help shape the conditions from which a child’s behaviour is most likely to emerge.
Throughout this essay, the word motivation has been used in more than one way. That is intentional. A child’s motivation may be intentionally generated in one context, a game, a moment of connection, and then directed towards a harder task. It may be borrowed from another person or from external structures such as routines and timers. Or it may emerge more naturally as a child, with support, learns to shape the conditions from which their own behaviour arises. These processes differ, but they all influence the same underlying system.
This is not offered as the final explanation of children’s behaviour. It is simply a different way of thinking about a question that troubles so many of the parents, teachers and therapists supporting children today.
Sometimes the most important breakthrough is not discovering a new answer. It is asking a better question.
Sometimes the most important breakthrough is not discovering a new answer. It is asking a better question.
Perhaps, instead of asking how we can make a child more motivated, more compliant or more disciplined, we should ask:
What conditions allow this particular child to reliably act on their own good intentions?
Perhaps the question has never really been why children fail to act.
Perhaps it has always been why we continue to think of a child’s behaviour as a single decision, rather than recognising that it emerges from a dynamic system. If we misunderstand the nature of a child’s behaviour, we will continue searching for solutions in the wrong places, another chart, another consequence, another reminder. But if behaviour truly emerges from conditions, our task is no longer simply to motivate a child. It is to understand those conditions, alongside them, and to help shape them in ways that allow a child’s intentions to become the actions we already know they are capable of.
